This discussion paper offers suggestions to: educate emergency planners and responders about multi-cultural issues in disaster management; encourage planners to address the issues in their disaster preparedness programs; and provide practical suggestions for overcoming cultural and communication barriers before and during an emergency. While this paper can have broad applications for persons or groups involved in disaster preparedness and response, it contains draft guidelines, which may not necessarily be agreed upon by all agencies concerned with the topic.--Introduction
