"As part of the Government of Canada’s Chemicals Management Plan, a section 71 notice for the second phase of the Domestic Substances List (DSL) Inventory Update (IU) initiative was published in the Canada Gazette, Part I on December 1, 2012 to collect data on approximately 2700 substances. As a result, 869 substances were identified as candidates for rapid screening. The substances included in this report were candidates for rapid screening because they were identified as being in commerce across Canada at a total of less than or equal to 1000 kg/year, according to information submitted pursuant to section 71 of Canadian Environmental Protection Act, 1999 (CEPA) regarding commercial activity in Canada under Phase Two of the DSL IU.The majority of the 869 substances met the categorization criteria for persistence or bioaccumulation and inherent toxicity to human or non-human organisms or for greatest potential for exposure to humans under subsection 73(1) of CEPA. Some substances considered in this assessment had been identified as having health effects of concern based on classifications by other national or international agencies for carcinogenicity, genotoxicity, developmental toxicity or reproductive toxicity" - Synopsis - p.4.
