“This review, conducted by the Civilian Review and Complaints Commission (“the Commission”) at the request of the Minister of Public Safety, confirms that workplace harassment continues to be a serious problem in the RCMP. Moreover, the Commission has found that while senior leaders in the RCMP have made efforts to prevent harassment—particularly at the divisional level—these initiatives have been limited and ad hoc, and have not received the necessary support from National Headquarters. In addition, the RCMP has not adequately implemented the recommendations made in the Commission’s 2013 Public Interest Investigation Report into Workplace Harassment in the RCMP, which were aimed at addressing harassment and fostering respectful workplaces. The senior leadership of the RCMP has therefore demonstrated over the last several decades that it is incapable of making the systemic reforms necessary to effect cultural change on its own"--Executive summary, p. 1.
