"The primary purpose of the present study was to examine the national prevalence, profile, and outcomes of offenders with various levels of intellectual abilities as measured on a standardized IQ tool. More specifically, the following research questions were addressed: what is the prevalence of offenders at various level of intellectual ability among CSC federally-sentenced offenders; what is the demographic, sentence, criminal history, and crimininogenic needs profile of offenders at varying levels of intellectual ability; and will offenders with low intellectual abilities have poorer outcomes with respect to correctional program participation, rates of discretionary release, institutional infractions, and success on release, than those who have average or above average intellectual ability? In addition to this empirical study, the qualitative portion of the project was conducted to provide insight into the experience of offenders with low intellectual abilities during their incarceration and the first period after their release to the community"--Introd., p. 6.
