"In 1983 the president of the Canadian Home Builders' Association (CHBA, formerly the Housing and Urban Development Association of Canada) agreed to provide the Federal Minister responsible for housing with a preliminary report investigating the feasibility of establishing a warranty to cover residential renovation. The preliminary report, released in October 1983, indicated that a renovation warranty was both possible and practical under specified conditions and that further study was necessary in order to resolve a number of outstanding items"--Exec.
