"The technical design requirements for housing constructed in the north (Arctic) are quite different to those of other parts of Canada. Operating problems and maintenance costs have frequently been excessive because these requirements have not been fully accommodated. Further, there has been a lack of feedback and information on alternatives, both those considered successful and failures.
