"A study of national low income housing policy and programs was commissioned by Central Mortgage and Housing Corporation in January of 1971. The study, funded under Part V of the National Housing Act, was intended to provide background material for revisions to the Act and for a possible complete rewriting of the legislation in 1973. A final report was submitted to C.M.H.C. in April of 1972. This is the Summary and Recommendations Section of that report"--Preface.
