“This technical report presents results from a cost-benefit analysis of Employment Benefits and Support Measures (EBSMs) delivered under the Labour Market Development Agreements (LMDAs) across Canada. Costs and benefits were examined for up to eight consecutive years that occurred between 2002 and 2012.
