"As the first formal substantive statement by the federal government with respect to the Criminal Law Review, this paper is intended to accomplish three major goals: a) to give Canadians a summary outline of the context in which criminal law policy should be viewed; b) to articulate a statement of the appropriate scope, purpose and principles of criminal law, on the basis of a discussion of its basic nature and philosophical underpinnings; and c) to give an indication of the general implications of endorsing the statement of scope, purpose and principles, in order to provide guidance for the more specific decisions that must be taken as the Review process evolves"--p. 11.
