"The application of existing pesticide transport models within a regulatory framework has been limited because (1) the use of these models often requires specialized knowledge in the theory and modeling of pesticide transport in the unsaturated zone, and (2) the models require a specialized set of physical and chemical field data. Regulatory personnel who are assigned the task of assessing the environmental risks associated with a new pesticide generally do not have this specialized knowledge and information available to them"--Abstract.
