"The appearance in 1979 of a report by a Swedish government committee on "The Vulnerability of the Computerized Society" served to focus debate on the effect of expanding and more intense application of computer-communications technology in society and the increasing electronic linkages, interdependencies and vulnerabilities of advanced industrial countries. Networks of interconnected computer systems are playing an increasingly important role in military, government and commercial environments. The quickening pace of the spread of computers, remote access terminals, advanced high speed digital links as well as ease of remote access linking facilities using a simple telephone let alone satellites will hasten the movement towards a wired society. Many developments and changes in modes of production, communication, provision of services and handling or manipulation of data and information have already reached a point of no return, i.e. a manual or mechanical non-electronic substitute is no longer possible. In addition, a substantial number of new economic activities have been started especially in the service sector, which could not exist without the support of computer-communications"--Introduction, page 1.
