"The organization of a data base for Telidon must reflect the purpose of the operation in which it is planned to function. In this case, Telidon will be operating within the service bureaux developed by the Department of Supply and Services. These bureaux will be manned referral centres providing information on Federal Government programs and services. The information in Telidon will be referral in nature, rather than in-depth information on each department. Also, since staff will be operating the unit, they will be responsible for manually completing any cross-referencing"--Introduction.
