"Within Environment Canada, the idea of coordinating environmental research has been around for some time and has most recently taken the form of the Canadian Environmental Sciences Network (CESN). CESN, along with environmental researchers, have been actively engaged in increasing collaborative efforts across the environmental sciences. Programs like the Networks of Centres of Excellence have also contributed to greater collaboration in environmental research. However, despite these collaborations and partnerships between individual researchers, environmental research as a whole remains largely fragmented. Funding structures generally do not promote research across disciplinary or sectoral boundaries, making collaborative projects more difficult to get off the ground"--page 4.
