"The impact of dredging activities on the Great Lakes environment has recently received a great deal of attention as evidenced by the recent report of the International Working Group. As yet no one can say for certain what can or cannot be dumped in open water or on land. On the other hand, it is necessary to provide dredging criteria which are as fair and sound as possible. In this light, the present working rules need to be improved, as can be illustrated by a recent statement of the Working Group"--Introduction.
