This report defines the role of internal services (IS) in a modern public service. The first section is a retrospective analysis of various events that have shaped the identity of IS in the Canadian public service. The second is a partial analysis of the capacity of IS, and the third is a prospective analysis that will foster reflection among readers concerning the potential modelling of IS at the beginning of the third millennium. This report was published by the Canadian Centre for Management Development in 2002.
