Consists of two sections, one on the planning of the summits (choice of sites, costs and sharing of security related responsibilities), and the other on the treatment of the demonstrators (arrests, detention and treatment by the courts). Each section contains a series of recommendations designed to ensure that the management of similar events in the future is more effective and transparent.
