Operational Statements (OS) were developed by Fisheries and Oceans Canada to streamline the approval process for selected activities thought to pose little to no risk to fish and fish habitat, as defined under the Fisheries Act. In order to determine if the use of the OS for trenchless watercourse crossings provides adequate protection for aquatic species at risk (SAR), a review of trenchless watercourse crossing projects was undertaken.
