This report describes the items the National Council of Welfare believes should be part of the next budget. It is based largely on the work done by the Council since 1989 -- the very year that the House of Commons passed a unanimous resolution to eliminate child poverty by 2000. Our proposals are outlined in the main part of the report and are restated in the 29 recommendations in the final chapter.--Page 2
