A policy for continuous learning in the public service of Canada: BT43-107/2002

This report sets out a framework for helping public servants build and improve their knowledge and skills throughout their careers. It states and explains eight key commitments required to create a learning culture, as well as the roles and responsibilities of everyone involved, from Treasury Board Secretariat through to individual public servants. This policy document is intended to form the basis for specific training, development, and learning policies and action plans in every federal department and organization.
