"This report on the tenants of non-profit and cooperative housing built under the National Housing Act in the last five years represents the first attempt to discover nationally the composition of the client group that third sector housing is serving. It describes the tenants and assesses the implications of their composition for program issues such as equity. The report is one of a series which will deal with housing programs in Canada according to whether they attain their objectives, how public subsidies are used to help house Canadians and whether fundamental problems exist with such programs. The non-profit and cooperative report leans heavily upon a national survey of project managers and tenants carried out by the Central Mortgage and Housing Corporation (CMHC) in the summer of 1977. The details of that survey, together with the main results, are contained in the Statistical Handbook accompanying this report. With few exceptions, the response rate to the survey was well beyond our expectations.
