"Modern urban stormwater management facilities are designed to provide multiple benefits, including protection of downstream waters, sediment and habitat quality, and provision of educational, recreational and aesthetic amenities and aquatic habitat in projects involving stormwater ponds and wetlands. The design of such facilities creates unique opportunities for enhancing community benefits, but it also causes ecological concerns with respect to the quality of the newly created habitat. Stormwater management facilities receive untreated runoff from urban areas and transportation corridors, and such runoff transports sediment and pollutants from urban sources into the stormwater facilities"--Preamble.
