"Over the years, the practice of used snow disposal has evolved from indiscriminate snow dumping (sometimes even into open water bodies) to storage and melt water management at properly designed snow disposal sites. Such a site was built by the Town of Richmond Hill in 2003 and is currently used for disposal of used snow collected in the town"--Introduction, page 1.
