"This standard applies to the design, manufacture, maintenance, qualification, inspection and marking of tank cars and the selection and use of large means of containment or transport units used in the handling, offering for transport or transporting of dangerous goods by rail of classes 2, 3, 4, 5, 8, 9 and division 6.1. This standard does not apply to large means of containment that are used exclusively for non-dangerous goods"--Scope, page 1.
