"The purpose of DOE's CEAA Handbook is to ensure that the requirements of the Canadian Environmental Assessment Act are met by the Department in a manner which is both consistent and predictable. This goal is particularly important in light of the fact that other government departments, agencies and the Canadian public in general will look to DOE to serve as a role model for how best to carry out the environmental assessment process as required by the new Act"--page ii.
