"The present report gives an overview of the Canadian government's scientific production between 1980 and 1998. The results are derived from the bibliometric database of the Observatoire des sciences et des technologies (OST). The database contains bibliometric information on publications from nearly 4000 scientific journals, which are regarded by the scientific community as the most renowned and reliable journals available. They are the most highly cited and give the best coverage of the most important scientific advances. With respect to the present study, they provide a solid basis upon which to compare the federal government's scientific output with that of other institutional sectors across Canada"--Introduction, page [1].
