"This report presents the findings of my examination under the Conflict of Interest Act of the conduct of Guy Ouimet, then a director of Sustainable Development Technology Canada (SDTC) appointed in November 2018. I had to determine if Mr. Ouimet was in a conflict of interest when he participated in SDTC's March 2020 and March 2021 decisions to give COVID-19 emergency relief payments to various projects, including Lithion Recycling Inc. (Lithion), a company that was incorporated and approved for SDTC funding in the summer of 2018"--Executive summary, page 1.
