"The purpose of this guidance is to support CER regulated companies (i.e., pipeline authorization holders regulated by the CER) in meeting their responsibilities related to design, construct, operate or abandon a pipeline in a manner that ensures the safety and security of persons, the safety and security of pipelines and abandoned pipelines and the protection of property and the environment as defined in Section 6 of the Canadian Energy Regulator Onshore Pipeline Regulations (OPR)"--Purpose, page 3.
