"This internal report, requested by the ADM Science in June 2000, provides 35 recommendations to Department of Fisheries and Oceans (DFO) that will help alleviate the low morale found in all regions, improve the quality of science currently being practiced within the Department and reduce the loss of highly-skilled and motivated staff to external agencies. The recommendations include the need for the Department to restate its commitment to science, to clarify its priorities and funding of science programs, to rejuvenate its scientific personnel and to make some changes in organizational structure"--Abstract, page iv.
