"According to the census of incarcerated women conducted on July 13,1994, there are 25 Federally Sentenced Women (FSW) who are considered foreign nationals. There are 23 housed in the Ontario region, 1 in the Atlantic and 1 in the Pacific. Although this is small it is, nevertheless important to examine their specific needs and concerns to ensure that they are met in new facilities" -- Introduction, page [1].
