"This report assesses the social impact and social return on investment (SROI) of the Cadet Program and the Junior Canadian Rangers (JCR) Program (jointly CJCR Gp Programs). It draws on CJCR Gp administrative and financial data, a national survey, and Canadian benchmark datasets. This report estimates the potential social value associated with participation in the Cadet and Junior Canadian Rangers Programs by comparing outcomes of former participants with those of comparable Canadians. These results reflect conservative, benchmark-based estimates of lifetime outcomes and should be interpreted as indicative of long term value rather than precise causal returns"--Exectuive Summary, page 5.
