"Fisheries and Oceans Canada (DFO) conducted a file review of Fisheries Act authorizations in British Columbia and the Yukon, similar to a national review conducted by Harper and Quigley (2005). We aimed to determine whether No Net Loss (NNL) of fish habitat was being achieved as outlined in the Habitat Policy (1986). We found the total area of habitat impacted exceeded the total area of compensation habitat. In-channel and riparian habitats were the most frequently affected habitat types. Industrial development, mining and transportation activities resulted in the largest proposed areal impacts, and on average critical and important habitats appeared to be affected more than marginal habitats. Our finding that 50% of projects achieved NNL is similar to that of Quigley and Harper (2005), suggesting that DFO still needs to improve its record-keeping, address proponent non-compliance and incorporate science-based monitoring to better achieve NNL"--Abstract, page iv.
