A message from Prime Minister Jean Chrétien prefaces this guide to the duties and responsibilities of Ministers (appointed to Cabinet portfolios) and Secretaries of State (appointed to assist Ministers). The guide is intended to help ensure responsible, accountable government functioning and public confidence in government. It describes the roles of other officials, such as Deputy Ministers and Ministers of State, and those of government bodies such as the Prime Minister’s Office and Privy Council. It also describes the Cabinet decision-making process.
