This toolkit is a resource for group leaders in the public service to exploit the potential of their teams to generate transformative innovations. It explores innovation and the learning organization as its platform. It also introduces the C-CAR model of innovation and a related tool to help teams improve their approach to innovation, provides access to guidance and resources for identified priority areas, explores keys indicators of success, and discusses organizational issues related to innovation. This report was published by the Canadian Centre for Management Development in 2002.
