These three volumes present the factual background, analysis, and recommendations related to the inquiry into the actions of Canadian officials in relation to Maher Arar. The factual background chronicles the events based on the testimony the Commission received, including the events before Mr. Arar was detained in New York and what happened after he was returned to Canada from Syria. The third volume contains the analysis of the events and lists 23 recommendations. Also includes the addendum: Disclosure of information authorized by the Federal Court of Canada in accordance with Sections 38.04 and 38.06 of the Canada Evidence Act.
