"Canada's economic development, as well as government economic development policies, are significantly conditioned by factors external to Canada. As a relatively small, "open" economy, and as a large world trader, Canada is vulnerable to outside influences on its trade and economic performance. In order to foster stability and predictability in some of these forces, successive Canadian governments have given strong support to the development of formal international rules and relationships. In pursuing this objective, shared with many other governments, Canada has agreed to constraints on its own freedom of action because other international actors have sought stability and predictability in Canadian policies and actions in return for stability and predictability in their own. The result has been increasing interdependence among governments in managing their domestic economies."--p. 1.
