A diagnostic survey of the reading status of students in the residential schools at Gordon's and Muscowequan / Prepared by James R. Gordon for Indian Affairs Branch, Department of Indian Affairs and Northern... : R44-75/1969E-PDF
"Inability to read is recognized by the majority of educators as the most important cause of failure in school. At the primary level the teaching of reading is considered by most teachers to be their major educational task. A child comes to school expecting to learn to read. Parents send their children to school expecting that the teacher will begin to instruct their children how to read immediately. Supervisors and principals frequently assess a teacher's ability in terms of how well the students have conformed to the "norms" in reading. All too often these norms are those that are indicated on a standardized test"--p. [1].
