"Since the earliest European settlement of Canada, there has been concern for foreign land ownership, or, as it was called then, absentee ownership. This concern continues today unabated and is reflected in the fact that most provinces utilize some form of legislation or mechanism relating to land ownership by non-Canadians, or, in some cases, non-residents of a particular province or territory"--Foreward.
