"The ERP outlines an operational planning framework enabling the Health Portfolio to coordinate the delivery of support capabilities to provincial, territorial, other federal departments and international partners during an emergency. The ERP is a foundational key element in the Health Portfolio's overall emergency preparedness and response program. The ERP is an "all hazards" plan that defines the framework within which the Public Health Agency of Canada (PHAC) and Health Canada (HC) will operate to ensure an appropriate response to any emergency; it is augmented by annexes addressing specific threats and hazards. …"--Executive summary, page 4.
