"This report of the House of Commons Standing Committee on Citizenship and Immigration follows its study of the International Student Program and study permits between 23 September 2025 and 25 November 2025. Part One outlines the division of powers between levels of government concerning international students. Part Two explains the 2024 study permit targets and related reforms. Part Three examines the effects of the 2024 changes, as well as the structural challenges remaining in the international student system. Part Four recommends changes to how the federal government and other actors understand, coordinate and make international student policy in the future"--Summary, page [1].
