.."We went on to consider how well Community service industries would cope with the increase in international competition if these [trade] obstacles were to be done away with, and we were pleasantly surprised to find that on the whole our producers of services regard themselves as among the world's most competitive. It is no coincidence, apparently, that the community's service exports are three times higher than the United States. Where trade in goods is concerned, we are the world's largest exporter; but when it comes to trade in services, we are the "superpower"!.." so spoke Willy de Clercq, the commissioner in charge of the European Community's external relations and commercial policy, when addressing the issue of GATT negotiations on trade in services. The message put across by Commissioner de Clercq is that, given its strength in services, the Community has nothing to fear from liberalization of international trade in this area, and in fact it is only too eager to become a major force in establishing a liberal regime. This assessment needs to be carefully examined because, indeed, the position and the attitude taken by the Community in the ongoing negotiating process will be a crucial factor in shaping the future trading system. This paper attempts to analyze negotiating interest, objectives and concerns of the EC with regard to trade in services. Section II develops a statistical picture of the European Community's external and internal trade in services. The very magnitude of this trade makes the Community a major force in international negotiations.--Introduction, page [2].
