"This report presents the findings of my examination under the Conflict of Interest Act (Act) of the conduct of the Honourable Bill Morneau, in his former capacity as Minister of Finance, regarding his participation in two matters involving WE's private interests. One related to a decision to award WE the administration of the Canada Student Service Grant (CSSG), a government program to encourage youth to participate in national service. The other related to WE's proposed Social Entrepreneurship program, a digital program providing entrepreneurship expertise and mentorship opportunities"--Executive summary, page 1.
