"The Lake Enrichment Program (LEP) of the Fisheries Research Branch (FRB) and Salmon Enhancement Program (SEP) has a twin mandate to (a) utilize lake fertilization as a sockeye enhancement technique in British Columbia coastal lakes and (h) to conduct research to initially assess and finally optimize the cost effectiveness of the technique. The current Lake Enrichment Program is an organizational hybrid which must routinely integrate both private and public sector expertise in order to fulfill its mandate. In this report we outline the range of research, enhancement operations and stock management responsibilities of the Fish Ecology Unit of LEP as well as the public and private sector organizational links that are necessary to meet these responsibilities. Consideration of the benefits and costs of contracting-out the majority of our field site assessments indicates an urgent need for greater standardization and documentation of field-survey procedures. Guidelines to achieve this are identified with respect to contract fieldwork generally authorized by the juvenile sockeye ecology unit of LEP. Guidelines cover procedures to be followed in completing smolt surveys, littoral zone fish-population census, hydroacoustic and midwater-trawl surveys and zooplankton sampling"--Abstract, page v.
