"At present in Canada, we have relatively little quantitative information about the administration of criminaljustice, the phenomena of crime itself, and the way suspected offenders are processed in the system. The present paper outlines one possible perspective for describing crime and crime control. This perspective, or model, not only develops a quantitative description of the system but also can be used as a basic tool for analyzing government policy and programs. The advantages and limitations of such a systemic approach are discussed. Some examples are also given of the model's possible uses both now and in the future"--Abstract.
