It assesses host of studies on problem gambling and its social and financial impacts. Finally it urges the governments who benefit most from gambling to mitigate its worst effects. Perhaps the most controversial recommendation in the report is a ban on video lottery terminals or VLTs outside of casinos or casino-like settings"--Preface.
