"In response to concerns about the performance of the Richmond Hill III (RH) Parshall Flume, the Ministry of the Environment commissioned the Hydraulics Division of the National Water Research Institute to undertake an initial assessment of the flume and, if required, to recommend remedial measures. The scope of this assessment was defined in the original proposal (NWRI, 1986) and the Memorandum of Understanding signed by both parties. In summary, the assessment should evaluate the suitability of the existing flume for accurate flow measuremnt and, if required, propose remedial measures to correct any shortcomings of the existing structure"--Introd., p. 1.
