"This technical report presents the availability benchmarks established by the Labour Program based on the 2006 Census and the Participation and Activity Limitation Survey (PALS) data. These benchmarks will prepare employers for conducting workforce comparisons that employers covered under the Employment Equity Act are expected to meet. It also describes the main features of the 2006 Census and PALS data on the four designated groups and provides their national availability rates.
