    "Since the publication of the 23rd CPP Actuarial Report there have been significant changes in economic conditions, mainly related to the financial market downturn and increase in the unemployment rate. Therefore, to provide for more realistic cost estimates of the proposed amendments, this 24th CPP Actuarial Report has been prepared on the basis of the 23rd CPP Actuarial Report but with modifications to some assumptions to reflect current economic conditions. Specifically, given recent
    economic experience, it was deemed for the purposes of this report that assumptions relating to the assets of the Plan, future equity investment earnings on the assets, and the unemployment rate had the most impact on the projected financial status of the Plan, and as such were accordingly changed. The changes to these economic assumptions are described in section III Results of this report."--Page 7 of 33, Executive summary.

    «Depuis la publication du 23e rapport actuariel, il y a eu de profonds changements dans les conditions économiques liés, surtout, au repli des marchés financiers et à la hausse du taux
    de chômage. C’est pourquoi, afin de fournir des estimations plus réalistes du coût des modifications proposées, le présent 24e rapport actuariel a été établi sur la base du 23e rapport actuariel, mais en modifiant certaines hypothèses en vue de refléter les conditions économiques actuelles. Plus précisément, suite à l’expérience économique récente, on a présumé, aux fins du présent rapport, que les hypothèses relatives aux actifs du Régime, aux gains de placement futurs à l’égard de ces actifs et
    au taux de chômage avaient le plus d’impact sur la situation financière projetée du RPC et ont donc été modifiées en conséquence. Ces changements aux hypothèses économiques sont décrits à la section III, Résultats, du présent rapport.»--Page 7 sur 34, Sommaire.
