Analyzes the effectiveness of Part I of the Personal Information Protection and Electronic Documents Act (“PIPEDA”). More specifically, examines the effectiveness of the structure, mandate and powers assigned to the Privacy Commissioner, in order to answer the following general question: is the Ombuds model effective in regulating private-sector practices for the protection of personal information?
