"The Government of Canada has taken, and continues to take, steps toward conserving and recovering Caribou (Rangifer tarandus), Boreal population (boreal caribou), in collaboration with provinces, territories, and Indigenous partners, and in recognition of its commitment to take steps towards reconciliation. The purpose of this discussion paper is to support engagement and consultation with the Government of Quebec, Quebec First Nations, stakeholders, and interested parties on the proposed scope and prohibitions for an emergency order under section 80 of the Species at Risk Act (SARA)"--Purpose, page [3].
