"The Conflict of Interest Act (COI Act) was enacted 20 years ago. Several witnesses praised its merits, noting that Canada’s federal conflict of interest regime is recognized as one of the strongest in the world. Others, however, expressed the view that the COI Act does not fully achieve its objectives. The Conflict of Interest and Ethics Commissioner and most witnesses acknowledged that the COI Act could be improved. Their testimony enabled the Committee to identify specific shortcomings in the COI Act and potential measures to address them. The Committee also examined the application of the COI Act to the Prime Minister of Canada, the Right Honourable Mark Carney, particularly with respect to the obligation of reporting public office holders to divest controlled assets and the establishment of a conflict of interest screen"--Summary, page [1].
